The Port of Manchester is governed by an elected three-member Port Commission. Each commissioner serves a  four-year term, and any citizen residing within the Port taxing district may run for office.

The Commission oversees all aspects of the Port of Manchester operations and maintenance, long-term planning, and financial management. The Port has no full-time staff, but contracts essential services such as legal counsel; auditing and records retention; administration and accounting; and facilities maintenance through various service contracts. Each Port Commissioner is compensated only a small meeting fee and each member is motivated by their dedication to the community and commitment to serve. All Port Commission meetings are open to the public and attendance and participation is strongly encouraged. Unless otherwise posted, meetings are held at 6:00 p.m. on the second Monday of every month at the Manchester Library, located at 8067 E. Main Street, in Manchester.
