SYNOPSIS OF RESOLUTIONS PASSED BY
***ALL OTHER RESOLUTIONS ARE AVAILABLE UPON REQUEST*** YEAR 2006 RESOLUTION NO. 01-06 (Passed January 9, 2006) Appointed Ronald E. Thompson Attorney/Auditor for the Port of Manchester for year 2006. RESOLUTION NO. 02-06 (Passed January 9, 2006) Elected James Strode, President; James Thompson, Vice President; and Robert Parks, Secretary for Board of Commissioners for 2006. YEAR 2005 RESOLUTION NO. 01-05 (Passed January 10, 2005) Appointed Ronald E. Thompson Attorney/Auditor for the Port of Manchester for year 2005. RESOLUTION NO. 02-05 (Passed January 10, 2005) Elected James Thompson, President; James Strode, Vice President; and Robert Parks, Secretary for Board of Commissioners for 2005. RESOLUTION NO. 03-05 (Passed January 10, 2005) Authorized State and Local Law Enforcement Officials to execute State and Kitsap County Laws on property owned and maintained by the Port of Manchester. RESOLUTION NO. 04-05 (Passed November 14, 2005) The Port Commissioners met and considered the budget for the year 2006, and an increase in the regular property tax levy is hereby authorized for the 2006 in the amount of $806.50 which is a percentage increase of one percent (1 %) from the previous year. This increase is exclusive of addition revenue resulting from new construction, improvements to property, any increase in the value of state assessed, and any annexations that have occurred and refunds made. YEAR 2004 RESOLUTION NO. 01-04 (Passed January 12, 2004)Appointed Ronald E. Thompson Attorney/Auditor for the Port of Manchester for year 2004. RESOLUTION NO. 02-04 (Passed January 12, 2004) Elected James Thompson, President; James Strode, Vice President; and Robert Parks, Secretary for Board of Commissioners for 2004. RESOLUTION NO. 03-04 (Passed July 12, 2004) Port of Manchester Board of Commissioners resolution supporting the efforts of the Manchester Crime Prevention Committee in reducing crime in the Manchester area. RESOLUTION NO. 04-04 (Passed November 8, 2004) Port Commissioners authorized the increase in regular property tax levy for 2005 in the amount of $785.00, a one percent (1 %) increase from the previous year. This increase is exclusive of addition of new construction and improvements to property and any increase in the value of state assessed, and any additional amounts resulting from any annexations that have occurred and refunds made. YEAR 2003 RESOLUTION NO. 01-03 (Passed January 13, 2003) Port of Manchester has properly given notice of Public hearing held the 18th day of November 2002 to consider the Port of Manchester’s current expense budget for 2003 calendar year. The Port Commissioners agreed that there would be no increase in the regular property tax levy, but an addition to that resulting from new construction and improvements to property and any increase in the value of state assessed property is required authorized for the 2003 levy. RESOLUTION NO. 02-03 (Passed January 13, 2003)Appointed Ronald E. Thompson Attorney/Auditor for the Port of Manchester for year 2003. RESOLUTION NO. 03-03A (Passed May 12, 2003) Skateboarding on Port property, including parking areas owned and maintained by the Port is hereby declared to be a prohibited and unlawful activity. Violations of this resolution shall subject the person deemed to be in violation to a fine of up to $25 for each violation. RESOLUTION NO. 03-03B (Passed May 12, 2003) Authorized Washington State Department of Fish and Wildlife to coordinate and determine whether an extension of the boat launch ramp can be accomplished through State and funding, with a plan and estimate to be presented to the Port for consideration. RESOLUTION NO. 04-03 (Passed May 12, 2003) Authorized the use of certain Port of Manchester lands and tidelands by Kitsap County Storm Water Management for storm drainage purposes. RESOLUTION NO. 05-03 Passed October 13, 2003)Prohibited overnight moorage and overnight parking in Port parking area. Violations subject the person deemed to be in violation to a fine of up to $100 for each day of each violation. Violators are also subject to impound of their boat or vehicle and trailer by an approved Port Agency at the owner's expense. RESOLUTION NO. 06-03 (Passed November 10, 2003) Port of Manchester adopts its final budget for year 2004. RESOLUTION NO. 07-03 (Passed December 15, 2003) The Port of Manchester has properly given notice of Public hearing held the 10th day of November 2003 to consider the Port of Manchester’s current expense budget for 2004 calendar year. The Port Commissioners voted there to be no increase in the regular property tax levy request for the year 2004. But, an addition resulting from the addition of new construction and improvements to property and any increase in the value of state assessed property is requested in order to discharge the expected expenses and obligations of the Port of Manchester for the year 2004.
