PRESENT:

MINUTES:
The minutes of the January 2006 meeting were approved, as corrected.
PRESENTATION OF BID:
Commissioner Parks presented a bid from Northwest Landscaping to do our
landscape maintenance for 2006. The bid is in the amount of $2944. After
discussion, it was moved, seconded and approved to accept the bid for 2006.
OLD BUSINESS:
- Our engineers, FishPro has made up drawings and
specifications to make the modifications to fill the gap between the
ramp and the north dock. There will be a tubular steel addition to fill
the gap. Commissioner Strode is in the process of finding someone to do
the job.
- The Department of Fish & Wildlife is awaiting
environmental approvals to commence the ramp extension. This may or may
not happen this year. The extension is proposed to be 16 feet wide by 20
feet in length, pre-cast concrete.
- Commissioner Parks announced that we have received
the sum of $300 from the State Department of Transportation for the
rental of space on our public restroom for a six month period.
Commissioner Thompson will deposit this receipt to our account.
- It was reported that we are awaiting better
weather to complete the rock work on the south boundary adjacent to the
library.
NEW BUSINESS:
- The South dock suffered damage as a result of the
February 3rd storm. Commissioners Strode and Parks made
temporary repairs along with Bud Larson. Thompson Pile Driving was
called to make repairs. Their billing was discussed as it appeared to be
high. Commissioner Strode will pay the bill when the job is complete.
- Commissioner Strode reported that he attended the
all Ports meeting in Silverdale last month. A good portion of the
meeting was spent in going over proposed uniform regulations for all
Kitsap ports to be adopted by the County Commissioners. Attorney Best
from Silverdale is working over the final draft that will be presented
to the commissioners. Commissioner Strode went through the various
subjects that will be covered in the regulations. They are looking for
some uniformity, and the ports will have local option regarding some of
the regulations. The next step is to present the final draft to the
Prosecuting Attorney for consideration by the Commissioners.
- Commissioner Strode stated he would schedule
Marine Floats to come to our facilities, make inspection and assess what
is to be done to bring our dock facilities up to maintenance standards.
- The question arose as to what we can do to
preserve the beach. Much was lost in the recent storm as were most of
the logs and protection we had placed on the beach. Commissioner
Thompson stated he felt we should hire a professional to advise us as to
what can be done.
- Commissioner Parks reported that someone is again
putting graffiti on the restroom walls, and that it is getting worse.
After discussion, Commissioner Strode stated he would contact a paint
contractor to obtain prices on graffiti paint.
- Letters were sent to the land owners regarding the
concept of building a community center. One of the owners responded with
a "No" and there has been no response from the other. Additional options
were discussed.
- There was discussion regarding the July 4th
celebration. Commissioner Strode would like to have the fire department
present if at all possible. The fire chief may come to our March
meeting.

PRESENT: Commissioners Thompson and

MINUTES: The minutes of the December 2005
meeeing were approved, as corrected.
RESOLUTIONS:
Resolution 1-06 retaining Ronald E. Thompson as attorney and
auditor for the Port for the year 2006 was read and approved by the
Commissioners.
Resolution 2-06 confirming the election of James Strode as
President, James Thompson as Vice-President and Robert Parks as Secretary of the
Board of Commissioners for the year 2006 was read and approved by the
Commissioners.
OLD BUSINESS:
- Commissioner Thompson reported that Marine
Floats had not made the necessary repairs to the floats, that Teflon was
missing in the pin placement. He contacted Thompson Pile Driving to make the
repairs, which has been accomplished.
- Commissioner Thompson reported that the Port
website located at
www.portofmanchester.org is
up and running. The site has had 96 hits thus far. There were several
positive comments received from guests. The site will include budget
performance as the year progresses. Commissioner Thompson hopes to update
the site one-week prior to each meeting, and will require the draft minutes
at least two weeks prior to the meeting to accomplish this.
- The attorney/auditor was
requested to prepare and to distribute the draft minutes at least two weeks
prior to the forthcoming meeting, and to bill the Port for postage, copies
and supplies bi-monthly. The attorney stated he would do this.
- It was reported that the
rocks on the South boundary South of the public library would be installed
soon. There will be Lynch Creek rock spaced 90 feet along the boundary. The
Friends of the Library will pay the Port one-half of the bill after it is
received.
NEW BUSINESS:
- Commissioner Parks will ask our landscaper to
submit a bid for 2006 for consideration.
- The State Public Disclosure Commission requires
a financial disclosure statement to be on file by April 15, 2006.
This can be done on Internet.
- The attorney was requested to send the
Department of Transportation a bill for $300 per our Memorandum of
Understanding.
- The extension of the ramp awaits the permitting
process through the U.S. Army Corps of Engineers. The State Department of
Fisheries is acting as project manager. August 15, 2006 is the target date.
- There was discussion concerning interest
developing for a community center. A subcommittee of the Community Council
is meeting biweekly. Their major focus now is design concept, what is to be
encompassed and land use as well as location.

MINUTES:
The minutes of the November 2005 meeting were approved.
OATH OF OFFICE:
It was announced that Commissioner Thompson had won the
election for Position 2, Port of Manchester District No. 10 for the term
beginning January 1, 2006 and ending December 31, 2011.
The oath of office was administered to Commissioner James
Thompson by Attorney/Auditor Ronald Thompson.
Commissioner James Strode was elected as Chair of the Port
Commissioners for the year 2006.
Commissioner James Thompson was elected as Vice-Chair of the
Commissioners for the year 2006.
Commissioner Robert Parks was elected as Secretary of the
Commissioners for the year 2006.
The attorney was instructed to prepare an appropriate
Resolution to be signed at the January meeting reflecting this election.
OLD BUSINESS:
- Commissioner Strode reported that Marine Floats
had not completed repairs to the floats. Pins were installed, but Teflon was
omitted. Commissioner Strode will contact Marine Floats to do this job
properly.
- Commissioner Strode has been in touch with
FishPro regarding drawings for the proposed repairs to the gap between the
ramp and the floats. FishPro is working on completing the drawings.
- The Friends of the Library have agreed to pay
one-half of the total cost of the rockery to be placed on the South border
of the parking lot next to the library – a distance of approximately 90
feet. The Port will commit to the other one-half of the cost.
- Commissioner Thompson reported that Evergreen
Lumber had paid a credit balance back to the Port, and he would deposit the
funds in our general account.
- Commissioner Thompson has been working on a web
site for the Port together with his son. The site will contain the minutes
of the Commissioners, the budget, Resolutions since 2003, photographs, bond
information, rules and regulations, and other pertinent matter. The site
will be at
www.portofmanchester.org, and will cost approximately $180 a year.
NEW BUSINESS:
- Commissioner Parks reported that a date rape
may have occurred in the parking area, but that this has not been verified.
The police may not have been involved at this point.
- There was much discussion concerning a proposal
for a community center on land north of the public library. The Manchester
Community Council representatives were present to discuss the concept. They
held a meeting last Saturday evening. They have a goal to acquire the land,
and if done a lot of visions could be realized. Interest was strong among
the guests in going forward. Grants should be available to assist in the
funding.
- Commissioner Strode was excused for the January
2006 meeting.

November 14, 2005
PRESENT:

MINUTES:
The minutes of the October 2005 meeting were approved.
BID OPENING:
Commissioner Thompson reported that he had contacted 12
companies regarding our sprinkler system, that 11 asked for bid materials and
that 4 responded. Secretary Parks opened the bids and read them. After examining
the responses and discussion, it was moved, seconded and passed to award the bid
to Northwest Aqua Creations for the total sum of $2,715 including taxes. This
bid also includes repairs to our existing system at Pomeroy Park.
OLD BUSINESS:
- Commissioner Strode reported that FishPro has
outlined a proposal to fix the gap between the ramp and the dock. It will
consist of a section to be bolted to the dock. The bull rails with cleats
would be moved to the outside. It is anticipated that no permits will be
required. It was moved, seconded and passed to go ahead with the plans
through the engineers.
- Commissioner Strode reported on his attendance
at the all ports meeting in Silverdale. The proposal for our rules and
regulations were distributed to the other ports in attendance. The next
meeting is on January 23, 2006. The concern is how is the sheriff going to
enforce rules and regulations that differ from port to port. Perhaps a
matrix can be prepared. Commissioner Strode stressed the importance of our
Port having its own rules and regulations.
- Commissioner Strode reported that SealCo had
striped the lower parking area, and that the job was done acceptably.
- Commissioner Parks reported that the restroom
lock is repaired and that it is locked from dusk to dawn.
- Commissioner Thompson reported that he had
transferred $30,000 from the investment account to the bond account to pay
principal and interest on the bonds.
- Commissioner Thompson reported that he had
received a bid for rocks along the South boundary South of the library. It
will cost $1989 for 60 feet, and $2300 for 90 feet. Plus tax. Commissioner
Parks stated that he feels we need 90 feet West of the stop sign to the
property line. It was felt that the Friends of the Library should help pay
for this improvement, and that 50 percent would be fair.
PUBLIC HEARING ON BUDGET:
Commissioner Thompson announced a public hearing on the Port
budget for 2006. He stated that we had just learned of a bill for the Port
primary election in the sum of $4000 that was not in the budget, that another
$1000 will be going to our engineers for the cure of the gap between the dock
and the ramp, and another $2500 for the sprinkler system. After discussion and
some revision, it was decided to ask for a one- percent increase plus new
construction for 2006. Resolution 4-05 was presented, and upon motion and
second, was passed providing for the one percent increase plus new construction.
NEW BUSINESS:
- Commissioner Thompson presented a letter dated
November 3, 2005 from the Manchester Community Council regarding a possible
new building on land North of the library for use by the library, and
possible the Water District and a Community Center. This would be about 7100
square feet of new space. There followed much discussion regarding the
proposal and a need for a public vote on the project if it were to go
forward. It was pointed out by Commissioner Thompson that much of the Port
area lies outside the town of Manchester.
- Commissioner Parks reported that some of the
motorcyclists acted irresponsibly after the just completed motorcycle rally.
- Commissioner Thompson reported that the
Department of Fish and Wildlife has indicated that the window opens on
August 16, 2006 for extension of the ramp.

October 10, 2005
PRESENT:

MINUTES:
The minutes of the September 2005 meeting were
approved, as corrected.
OLD BUSINESS:
- Commissioner Thompson announced that
the antenna issue is at rest. The IAC has issued an opinion that the
antennas do not constitute a conversion under IAC policy, and the IAC has
approved the Memorandum of Understanding between the Washington DOT and the
Port of Manchester. Commissioner Thompson read his May letter to the IAC,
and attorney Thompson read the letter from IAC dated today.
- Commissioner Thompson reported that he
had made contact with 12 contractors and has sent 11 requests for bids to
contractors for the sprinkler system addition. The bids will be submitted
for examination and acceptance at the November meeting.
- The draft preliminary budget was
distributed to members and guests and reviewed by Commissioner Thompson. The
proposal calls for a levy rate of 0.156949, and projected tax collections of
$70,000 for 2006. Discussion followed. The hearing on the preliminary budget
will take place at the November meeting.
- Commissioner Strode reported that the
catch basin clean-out has been accomplished by A-l Services at a cost of
$862.28.
- Commissioner Strode announced that the
sealing of the lower parking area has been accomplished by Seal Co. They did
a double coat on the ramp, and the quality of the work appears to be
excellent.
- Commissioner Strode stated that he will
be meeting with our Engineers, FishPro to devise a plan for the gap between
the float and the ramp.
- Commissioner Strode and Bud Larson
reported on their meeting to formulate items to be included in a Resolution
to the County to obtain an Ordinance from the County to facilitate police
protection on Port property for certain offenses. There was considerable
discussion and then agreement on what should be contained in the request to
the County.
- Commissioner Thompson announced that
the Port is now developing a web site, that a domain name has been purchased
and that construction of the site is under way. It will be found under
www.portofinanchester.org and will cost $184 for the first year.
NEW BUSINESS:
- A guest was
present seeking use of Port property for a fundraiser for hurricane Katrina
victims. A hold harmless agreement will be signed by all participants, who
are operators of motorcycles. There was a motion and second to cosponsor the
event with the sponsor. The motion was approved.
- Commissioner Parks observed the SealCo
did not do the striping when the sealing was done on the lower parking lot.
We have the equipment and tools to do the striping.
- Commissioner Parks reported that
someone had filled the dumpster with refuse that was not generated from
using Port facilities.
- Commissioner Parks stated that the lock
for the public restroom is not yet installed, and that a new magnet is
necessary for time locking at a cost of between $600-700. The restroom will
need to be repainted after this is accomplished.
- Commissioner Thompson reported that the
sum of $25,000 has been transferred from our General Account to our
Investment Account.

Septmber 12, 2005
PRESENT:
Commissioners Thompson, Strode and Parks; Attorney

MINUTES:
The minutes of the August 2005 meeting were approved.
OLD BUSINESS:
- Commissioner Thompson announced that we
have received a letter from the State IAC, and that a representative from
the Department of Transportation was here today concerning the antennas.
Commissioner Strode is in contact with a representative from the LAC.
Attorney Thompson had taken some pictures of the public restroom and
antennas prior to the meeting.
- Commissioner Strode stated that he has
still not heard from Marine Floats concerning corrective action that might
be taken regarding the gap between the ramp and the dock. Ed Donahue from
FishPro will come up with a plan. The Commissioners authorized an
expenditure of not more than $1200 for a plan and design from FishPro
Engineers.
- Commissioner Strode stated that he
believes he now has a plan to fix the lock on the public restroom through
Larry Van Boyen, a welder.
- Commissioner Strode reported that he
had met with a representative from Ace Paving concerning the hydraulic fluid
spilled on the upper parking lot, and learned that this should not cause a
problem.
- Commissioner Strode had two bids for
resealing the parking areas, one from SealCo, and one from Superior Asphalt
Coating. On motion duly made and seconded, the lowest and best bid submitted
by SealCo for the lower lot in the sum of $2585.00 was approved.
- Commissioner Thompson stated he did not
have enough information to complete specifications for a sprinkler system at
the North park area. He stated that he would put a notice in the Port
Orchard Independent with a list of items necessary to put in a system and if
there are no responses he will make some phone calls to obtain bids.
- The Manchester Community Council
clean-up event is scheduled for 8 October. They do not carry liability
insurance. On motion made and seconded, it was passed that the Port would
cosponsor the event with MCC. The Port Orchard Independent has offered free
advertising.
- Commissioner Strode reported that he
attended a meeting with Bud Larson concerning the collective all-ports
effort to obtain police protection on port property for common offenses. A
petition is being prepared, and a list will be submitted, to be worked
through the County Prosecuting Attorney. Commissioner Strode will meet with
Bud Larson to go over the list prior to the next all-ports meeting scheduled
for October 17th.
- Commissioner Thompson reported that
there is still no known progress on the project to extend the launch ramp.
We still have no permits. Senator Oke has directed a letter to the
Department of Fish & Wildlife in an effort to expedite this project.
NEW BUSINESS:
- Commissioner Thompson presented a draft
preliminary budget that he had prepared for FY 2006 based on our current
20.8 mils levy. Notice will be published for comment and adoption at our
November meeting.
- Wanda Larson, representing Manchester
Community Council read an announcement that there would be a public forum
for port commission candidates and other office candidates at the Manchester
elementary school on 6 October. The forum will be moderated by the Kitsap
League of Women Voters.
- Commissioner Thompson spoke regarding
the expressed wishes of some citizens for the Port to purchase some
adjoining property. He stated that at this time the Port has no master plan
for additional property, and that the Port does not have sufficient money
for a purchase. He went in to some detail as to what would be necessary to
obtain public approval for a bond issue. Commissioner Strode expressed that
there could possibly be some grant money available for purchase of property
north of the public library. There followed general discussion on the
subject. A member of the Manchester Water District Commission stated that we
should think outside the box and that once property is gone, it is gone.

AUGUST 8, 2005
PRESENT:

MINUTES:
The minutes of the July 2005 meeting were approved, as
corrected.
OLD BUSINESS:
- Commissioner Thompson reported that he was
receiving a hold harmless agreement from the sponsor of the festival this
coming weekend.
- Commissioner Strode reported that he had not
heard back from Marine Floats concerning repairs and maintenance of the
docks, and that he will contact them again.
- Commissioner Strode reported that he is looking
for a contractor to repair the lock on the public restroom, and that he will
follow up.
- Commissioner Thompson reported that he has
repaired a broken sprinkler head himself.
- Commissioner Strode reported that Ace Paving is
doing an inspection tomorrow to make an assessment of damages to the parking
area.
- Commissioner Parks stated that we have not yet
received proof of insurance from the bicycle club that wants to use Port
property for an event.
- Commissioner Thompson reported that his son is
assisting on development of a web-site for the Port. He will go ahead with
his work.
- Commissioner Parks reported that he had
replaced the lock on the electrical box.
- Bud Larson stated that he had conducted a
traffic count, and that there were 258 vehicles on Port property in a 24
hour period.
NEW BUSINESS:
- A representative of a developer with plans to
construct a building to the East of the upper parking area on commercial
land was present. There was discussion as to whether he has a right of
access across Port property to the adjacent property. He was told that there
is no right of access, and that there is no easement to the adjacent
property across Port property.
- Commissioner Thompson asked for approval to
seek bids for a sprinkler system at the North park. Top soil will have to be
brought in. Commissioner Thompson will develop specifications. His request
to solicit bids was approved, and he intends to bring responses to the
September meeting.
- Commissioner Parks reported that a homeless man
is sleeping and occupying Port property, and that he had called the
Sheriff for assistance. He has now moved off Port property.
- Commissioner Thompson will prepare a proposed
budget for FY 2006 to be reviewed at the September meeting.

July 18, 2005

MINUTES:
The minutes of the June 2005 meeting were approved, as
corrected. Commissioner Strode abstained because he was excused from the June
meeting.
OLD BUSINESS:
- Commissioner Thompson reported that the
antennas have been installed on the public restroom.
- Commissioner Thompson reported that there has
been no further contact with the Department of Fish & Wildlife concerning
the ramp extension,
- Commissioner Thompson raised the question
concerning what steps should be taken regarding the gap between the ramp and
the dock. Several suggestions were offered. Commissioner Strode said he
would contact Marine Floats to see what they would suggest.
- The boundary between the library and the road
to the South was discussed. It was suggested that about ten four-man rocks
spaced about three feet apart running up the hill and dug in would be a good
safety measure.
- Commissioner Thompson reported that the lock on
the restroom was torn off again. Commissioner Thompson and others have
repaired it five times. . The lock needs to be redesigned and the way it is
mounted needs to be changed. Commissioner Strode will contact Robert Baglio
to determine what he will suggest.
- Commissioner Thompson reported that one station
in the sprinkler system has a broken head on the Northeast corner of Pomeroy
Park. He stated he would obtain the part and make the repairs.
- Commissioner Strode reported that he will
contact ACE Paving concerning the pavement near the boat ramp.
- Commissioner Parks reported that the club that
is sponsoring the bicycle tour in August is sending in proof of insurance
- The Kitsap all ports meeting is tonight, and
they will send us a copy of their minutes.
- The clean up after the 4th of July
celebration was accomplished in a good manner. Two dumpsters were filled
with trash.
NEW BUSINESS:
- Commissioner Parks reported that a homeless
person has been sleeping overnight on one of the picnic tables.
- Commissioner Parks reported that a Waste
Management garbage truck spilled about 100 gallons of hydraulic fluid on the
upper parking lot. They did not clean it up properly, but did put kitty
litter on it. Attorney Thompson was requested to send a claim letter to
them.
- Phil Paquette requested permission to use the
parking area. His request was approved on condition he agrees to hold the
Port harmless and furnish proof of insurance.
- Bud Larson raised a question concerning the
minutes stating that he felt that members of the audience should have a
copy. It was decided that copies will be distributed at the beginning of
each meeting, that a book containing a copy of the minutes for the last year
will be kept at the library desk along with a copy of the approved
Resolutions for the last year.
- There was discussion concerning the progress
being made to gain cooperation with the sheriff in enforcing State and
County laws on Port property. The Deputy Prosecuting Attorney assigned to
this is John Dolese, and he is away from his office until August 3rd.
The Port of Silverdale attorney, Phil Best is coordinating this for all
ports.
- A lock is needed for the electrical box.
Commissioner Parks will take care of this.

MINUTES:
The minutes of the May 2005 meeting were
approved.
OLD BUSINESS:

Commissioner Thompson asked Randy Barker,
representative from the Washington State Department of
Transportation to explain the antennas that will be placed on the
public restroom facility. He stated that the radiation from this
installation would be about 1/6 ' of a single cell phone or a
cordless phone. The antenna would be on the water side of the
building, and would project only slightly above the roof line. The
use would be hardly noticeable, and is for the protection of the
State ferry system from terrorist activities.

Several in attendance voiced objection and concern to
the antenna, stating mat they should be placed elsewhere. The DOT
representative responded that this location was chosen because of
its direct line of sight to the ferries that are the subject of the
communication network.
-
Discussion followed relative to the location of the
public restroom. Some felt that the facility should have been
located elsewhere. Others stated that there was no view blockage,
and that the facility was just fine where located now.
-
There followed discussion regarding public safety. A
Mr. Evans broke his leg while using Port property in recent days. To
date no claim has been filed with the Port.
-
Commissioner Thompson reported mat $11,000 has been
transferred from the General Account to the Bonds Account to pay
semi-annual interest on the outstanding bonds.
-
A guest wanted to know when the boat launch extension
project would be completed. He was told about the permitting process
and the time required going through all this process, and that it
would be at least a year before the project would be done.
-
Commissioner Thompson reported that the new fencing
has been completed with sleeves added on the wiring.
NEW BUSINESS:
-
Two bids were received for clean-up after the 4th
of July. On motion duly made and seconded, the lowest and best bid
submitted by SKHS Cross Country and Track Booster was accepted in
the sum of $250.00.
-
There is a failing bulkhead on the South side of the
library building. The Friends of the Library will obtain bids for
repairs and present them and other repair possibilities to the
Commissioners at their next meeting.
-
The annual Salmon Bake is scheduled for next week on
Fathers' Day, sponsored by the Friends of the Library. The event
will take place on Port property. Use of the property was approved
provided that the Friends of the Library provide a hold harmless
agreement and proof of insurance.

Commissioner Parks reported that the bicycle event
Rhapsody will be providing us with a hold harmless agreement and
proof of insurance.
-
Our next meeting is rescheduled to July 18, 2005
instead of July 11, 2005.

OLD BUSINESS:

Commissioner Parks reported that the derelict vessel
that had been moored to the dock was now off Port property.
-
Commissioner Thompson reported that the new fencing
had been installed, that vandals had torn it loose and that it was
repaired. It was then vandalized again. He asked for authority to
purchase fasteners to be attached to each end of the wires made of
stainless steel at a cost of approximately $151.00. On motion made
and seconded, the purchase was approved.
-
A police report concerning the vandalism in 2. above
was filed, with the license numbers of the vehicles seen reported.
-
Attorney Thompson reported that he had been in
contact with attorney Best from the Port of Silverdale, and that
there will be a cooperative effort made to obtain better policing of
activities of Port properties. Commissioner Parks reported that
attorney Best is working up a Resolution of the Port of Silverdale
under RCW 58.08.220 listing the various activities that will be
regulated after a public hearing.

Commissioner Parks reported that a bicycle event will
be held the weekend of August 27 and 29, sponsored by several
bicycle clubs and calling the event Rhapsody for riding around Puget
Sound. They wish to use Port property for a rest station and will
locate two porta bathrooms and two stations on the launch-ramp
parking lot. The event was approved provided that the host furnishes
a hold harmless agreement and provides proof of insurance.

The 4th of July holiday was discussed, and it was
determined to solicit for bids for clean-up after the holiday.
-
The Washington State Department of Transportation has
submitted two proposals for the antennas to be located atop the
public restroom. After discussion and consideration, it was moved,
seconded and approved to permit the alternative to allow the
proposal that resembles somewhat a broom stick.
NEW BUSINESS:

Commissioner Strode asked to be excused from the June
meeting, as he will be on vacation at that time.

Marine Floats Corporation sent us a bill for payment
which contained no information as to what had been accomplished by
them. The attorney was requested to contact them for an itemized
statement, before payment.

OLD BUSINESS:

Commissioner Parks reported that the owner of
the derelict boat has made claim and that the vessel had been stolen
and the identifying numbers had been changed. Commissioner Parks
told the claimant that the boat would not be released to him without
going through the sheriff. The Deputy has met with them and the
registration has been found on the vessel. The owner is to remove
the boat on or before April 15th.
- Commissioner Thompson reported that
he and volunteers built a fence by the public restroom to discourage
skateboarding. The wire has not been put in yet because the weather has
been too cold.
- Commissioner Parks will call Skip
Beahm to conduct the annual inspection of the water system.
- Attorney Thompson is to communicate
with attorney Phil Best who represents the Port of Silverdale to work on
a cooperation plan with the Sheriff for law enforcement on Port
property.
- Denny Mueller has determined that
he will not put in the curbing along the North fence to keep vehicles
from contacting the fence.
NEW BUSINESS:
- There was discussion regarding
repairs to be made to the dumpster area. Volunteer help will do the job.
- Commissioner Parks will attend the
all-ports meeting in Silverdale next week. Much of the discussion has to
do with derelict vessels. Attorney Thompson furnished a copy of the
State law to the Commissioners.

MINUTES:
The minutes of the February 2005 meeting were
approved, as corrected.
OLD BUSINESS:
- Commissioner Thompson invited
discussion regarding the newly installed signs at the lower parking area
regarding the prohibition of skate boarding. After a heated discussion,
it was the consensus that the new signs are more readable and give good
notice to the public.
- It was observed that, in all probability
the Sheriff does not enforce skateboard regulations. There followed
considerable discussion relative to what can be done to discourage
skateboarding. Some volunteers agreed to do some landscaping that would
make it difficult to skateboard. There is money in our budget to do
this. It was moved, seconded and passed to go forward with this
volunteer project, with funding for materials.
- Commissioner Parks reminded Attorney
Thompson to correspond with Attorney Best from the Silverdale Port
District regarding coordination with the Sheriffs Department.
- A landscaping bid from Northwest
Landscaping was reviewed. They have been our landscapes for the last two
years, and it was observed that they are doing a satisfactory job. Their
bid is to do the landscaping from March 1st through October
31st for the sum of $325 per month. They are bonded. They
presented a written contract for approval. It was moved, seconded and
passed to enter in to this contract.
NEW BUSINESS:
- Commissioner Thompson stated that there had
been some vandalism again at the public restroom. He repaired the damage
to the electronic lock, but it may require more attention.
- Commissioner Thompson stated that he had
received a call from Mike McCarthy from Storm Water Management
concerning our improvements on the shoreline. He suggested that we
withhold any improvements until after the storm drainage project has
been completed.
- Skip Beahm must check out our sprinkler
system before it is turned on. Commissioner Strode stated that he would
make this contact.
- The Washington Governmental Entity Pool,
our insurance brokerage presented an amendment to our insurance
contract. It provides for a sixty-day notice requirement in order to
withdraw from the pool. Most pools have a one-year requirement in order
to withdraw. On motion duly made and seconded, the amendment to our
contract with WGEP was approved.
