PORT ADVISORY COMMITTEE MONTHLY MEETING 5:30PM, MANCHESTER LIBRARY In
attendance on 3-18-10 were Joe and Margaret Guariz,
Paul and Janice Gilligan, Eric Cisney, Bill Malmquist, Bud and Wanda Larsen, Rich and Gigi Weixler, Ron Rada, and Dave Kimble. The priorities for
this meeting were establishing procedures for the April 1, 2010 beginning of
required launching fees for the Port of Manchester and how the PAC can assist
in getting the word out to the public. A majority of the work has
already been completed by the Alan Fletcher. One item of interest was
the Boat Launching Ramp Fee Application form which was reviewed and
approved. Copies of the application as well as the fee envelope (with
stub for the boaters dash board) are available at
the recently completed Kiosk at the North Float entrance just past the
launching ramp. Information sheets to be handed out by volunteers
from this coming weekend and onward were discussed and approved, subject to
approval by Alan Fletcher. POM rules and regulations information sheet’s will also be available at the Kiosk. Fee’s
to be $5.00 a day for all boaters, or $50.00 a year
for Port of Manchester residents, and $100.00 per year for all boaters
outside the Port taxing area. The application advised that
failure to pay boat launching ramp fee’s will result
in a $500.00 fine, towing, and impoundment of vehicle at owner’s expense (POM
Res. 4-10). Red violation stickers will be placed under the
windshield of any violators and license plate numbers will be recorded. A
lengthy discussion was held on the need for
official written notification of what duties volunteers are authorized to
perform in handing out information sheets to make the public aware of the new
launching fee status and requirements. Joe Guariz
volunteered to discuss the matter with Commissioner Jim Strode, to define
what can and what cannot take place. NOTATION: Joe Guariz was able to talk with Jim Strode immediately
following this meeting and the following information was obtained:
We have permission to start putting flyers on the windows of vehicles at the
Port starting this weekend. (A) `
Jim gave the PAC a verbal OK for the flyer we decided on, as long as Alan in
OK with it, and he is. (B)
The pencils and pencil box we requested should be installed with “extra
envelopes” right away. (Joe has to talk with
Alan). (C)
At the next Port meeting (April 12), we will have written, or verbal permis-
sion, from the Port attorney, to be “official”
informational volunteers for
the Port of Manchester. Joe to also
discuss this with Alan. (D)
At the April Port meeting it will be discussed as to what the commissioners
Would like us to say or not say, and do or not do. No confrontations,
only
Information. (E)
In addition, at the April meeting, credentials or vests will be discussed and
should be in place, by May 1st.
(F) Other
issues included “prominent size letters” PAY HERE, or FEE BOX be put on the yellow box at the entrance to the
North pier. Many people have stated they did not see the box or if they
did they did not know what it was for. Making it visible to one
and all is a key issue for collections. A place “out of the rain”
was felt to be very important for boaters to fill out their pay envelopes,
etc. Also noted was the need for an accounting on a monthly basis at
the Port meetings, of monies collected from the launching fee, with all
collected fees assigned to the maintenance and upkeep of the Port facility
and it’s grounds. Signup sheets for volunteers
to help in getting the word out on launch fee’s was passed around and quite a
few signed up.Concern was expressed over a
misunderstanding in a newspaper article as regards Port Orchard Yacht Club
parking fees, there are no parking fees for the Port Orchard Yacht Club,
charges for parking in Port Orchard, apply to the area for business parking
by the City of Port Orchard. It
was felt it might be beneficial to hold a special meeting ASAP of the
Commissioners, Alan Fletcher (contract
administrator) and interested PAC members to review planning for the new
parking lot adjoining the present Port parking lot. To make sure
everyone is on the same page in project thinking. Many in kind hours
have already been documented towards the Port’s share of payment for this
project. It is hoped we can have a current information report for
the next Port meeting in April. David
Kimble gave a report on the latest information on Shoreline Restoration.
He showed an example of effective beach restoration with the use of large
logs that are anchored with chains, in specified locations with a rock burm located behind the logs. He provided a
list of the supplies needed and their cost. Any modifications to the
Pomeroy Park beach area will have to comply with the ALEA grant, and under
the regulations of the conversion agreements for public recreation areas
funded by RCO some of the rules might conflict with Shoreline current rules
& regulations. Any change to Shoreline will have to be discussed
with RCO. In addition, any erosion prevention that RCO agree’s is
necessary to maintain the integrity of this recreation area, could be funded
jointly by RCO and the Port of Manchester with a grant that could be
available in 2011. We
discussed new information regarding the proposed VFW Memorial Wall for the
small park area in the Manchester Library parking lot (this property is owned
by the Port of Manchester with Kitsap County owning the right of way).
The Port of Manchester Commissioners have asked for and received full outline
of the work that is expected to take place. Approval by the
Commissioners is required. The
next meeting of the PAC will be held on April 15th, 5:30PM,
